List of cipher holders opposite p. 1, A letter and instructions within an envelope has been laid into this cipher book; letter, dated July 10, 1865 and repeated April 10th, 1867, is from Eckert to Captain R.C. Cloury(?), St. Louis, Missouri, in regards to the use and return of Cipher Book #5. Ms. page numbers.
