This memo from the WRA Solicitor to the WRA Director, referencing "Opinion 39", outlines the opinion of the War Relocation Authority that it would be preferable for evacuees to maintain their professional status if they can pay their "annual dues" and when these dues are less than the "penalty if the dues are not paid as they become due."
