Photograph caption dated September 22, 1961 reads, "Officials meet to dedicate a new railroad crossing arm across the Southern Pacific tracks at Osborne street and San Fernando road in Pacoima. They are, from left, Robert W. Russell, chief engineer of the Los Angeles Department of Public Safety; Tom Waite, public utilities and transportation commissioner; Everett Burkhalter, city councilman; Dan Boykin, Southern Pacific representative, and Mrs. Pauline Taylor of the Pacoima Chamber of Commerce. The installation followed a long campaign by the chamber."
