Photograph caption dated June 4, 1965 reads, "Reapportionment of the State Senate was the topic of a debate yesterday at the regular luncheon meeting of the San Fernando Valley Business and Professional Association. Moderator L. Thaxton Hanson looks over the shoulders of the debators as they look at the Supreme Court decision regarding reapportionment. Seated from left are Asst. City Atty. James Doherty who spoke for the measure, and former Assemblyman Bruce Reagan who spoke against."
