Photograph article dated September 27, 1957 partially reads, "Mrs. Howard C. Smith, a volunteer teacher at the San Fernando Association for Retarded Children, has been singled out by the Valley Volunteer Bureau for its award of the month. The award was recently presented at ceremonies held in Van Nuys. Mrs. Smith served as a volunteer teacher for three years. Now she is a regularly employed instructor for the association" Pictured is Mrs. Robert M. Devine, right, Valley Volunteer Bureau chairman for award of the month, as she presents award to Mrs. Howard C. Smith.
