Photograph caption dated March 14, 1960 reads "Los Angeles City Councilman Everett G. Burkhalter, left, joins in inspection of Burbank western storm drain system with Burbank Mayor Earl W. Burke and County Supervisor Warren M. Dorn. They examined sections two and three which parallel route of new Golden State Freeway from Burbank and San Fernando boulevard northwest to Roscoe and Glenoaks boulevard. Work is 86 per cent completed, according to U. S. Corps of Engineers which is supervising it."
