Photograph caption dated October 10, 1961 reads, "Mrs. Melvin Schiowitz, left, president of the San Fernando Valley Association for Retarded Children, accepts check for $180 from Mrs. Frederick Bowers, president of the San Fernando Valley Auxiliary to the Veterinary Medical Association. Money will help support the newly dedicated New Horizons Center, 15727 Parthenia St., Sepulveda, which will provide classrooms and a program for 100 retarded children."
