Hiestand, second from right, in offices of Antelope Valley Soil Conservation District, located in the basement of the Post Office in Lancaster prior to departure for EAFB and a conference with General J. S. Holtner, commanding officer and his staff to map plans for a preliminary flood control survey of Antelope Valley watershed. Talking with the Congressman are: (left to right), W. B.
