London: Heart of the British Commonwealth. The Houses of Parliament. This historic building, by the side of the River Thames, is the seat of the Government of Great Britain. It is sometimes called "The Mother of Parliaments", because so many other countries have modelled their own governments upon the British Parliamentary system. St. Stephen's Hall, the oldest part of the building, dates back to the fourteenth century. Parliament consists of the House of Commons and the House of Lords
