A memorandum for record regarding the need for a management training course in the communications manufacturing industry. It explains that the progress of Japanese companies is being impeded by inadequate management and that its weaknesses are causing a regression that could culminate in the collapse of the industry. The memorandum says that the principles of scientific management, which are the basis of enterprise in a modern society, are largely unknown in Japan, and that the agency that has both the practical and theoretical knowledge, experience in scientific management, and is capable of putting the industry on the road to progress, is the Civil Communications Section (CCS). The memorandum is signed by H. M. Sarasohn, F. A. Polkinghorn, C. W. Protzman, and W. L. Wardell. The memorandum also contains handwritten notations.
