Photograph caption dated January 15, 1959 reads, "News of the forthcoming openings by the J. C. Penney Company of two new major stores in the Valley focuses attention again on the Penney company's extensive testing and research facilities. Vast sums are expended yearly to assure highest standards in Penney merchandise. Above photo shows one section of Penney's testing and research laboratories where 50,000 tests are made annually. This tested merchandise will be offered soon in two new Penney stores - one in North Hollywood on Victory near Laurel Canyon and the other in Granada Hills on Devonshire near Balboa."
