Photograph caption dated August 22, 1980 reads, "It was undoubtedly one of the quietest demonstrations by a roomful of people the City Council will ever encounter. About 500 members of the city's clerical workers union gathered in the council chambers yesterday for a "silent protest" during the Council's regular meeting. The clerical workers are presently in the process of negotiating a new contract with the city and have demanded "a living wage" - at least $50 a month more than the city's current $100-a-month offer. To make their point without using their voices, most of the protesting clerks, including, from front left, Virginia Poplawski, Antionette Sanchez and Regina Nestore, wore tags with their salaries written on them."
