Photograph caption dated April 6, 1957 reads, "Workmen unload massive 24-inch pipe for construction of storm drain along Workman street between Pico and Celis streets in San Fernando. Line will tie in with storm drain already installed along Workman southwest to city limits. Drains are part of major project to handle flood waters in San Fernando during rainy season."
