Photo of Mayor John C. Porter surround by flowers, sitting at his desk. Porter served as Mayor of Los Angeles from 1929-1933. During his administration, budget reductions helped face the problems of the depression. A $222 million bond issue was authorized to construct the Colorado River Aqueduct on which construction started in 1932.
