Will Falley, town clerk of Mill Valley 1916-1926, standing on the left in front of a crowd of people. In front of him are 3 children; one girl, one boy and a baby. To his right is a man holding flowers. As the first city manager, he also created the first map of Mill Valley in the 1920s.
