Frank Rizzo (Francis Lazarro Rizzo), former police commissioner and mayor of Philadelphia, drives along a street in the city. On one side of the street, buildings have broken windows and locked doors. Rizzo was police commissioner of Philadelphia from 1968-1971. He became the mayor from 1972-1980.
