Walter Hepting was born in Sacramento (father was from Switzerland, mother from Germany). Worked for the State Treasurer's Office. Was amateur historian, collected old photographs and images of Sacramento. "Work on the fondation of the Capitol Building was commenced Sept. 24th, 1860. The cornerstone was laid with imposing masonic ceremonies on May 15th, 1861, the building was completed in the year 1874."
