Three-quarter length portrait.
Born in 1825 in Derbyshire, England to John Clayton and Mary Bates. Father emigrated to U.S. in 1837, Charles came three years later. In 1847 crossed the plains to Oregon; in 1848 moved to California where mined for quicksilver and gold. Settled in Santa Clara; served as alcalde, justice of the peace and associate justice of the court of sessions, county treasurer. In 1853 moved to San Francisco engaging in grain business. Elected to State Legislature in 1863. In 1870 appointed surveyor of the port of San Francisco. In 1872 elected to Congress.
