The International Beauty Congress was to replace the former, Miss Universe and Miss United States of America contests due to a swim suit company owning the rights to the two titles and Long Beach refusing to pay the company for the use of the titles. According to the newspaper article, in the new contest, "play suits" instead of bathing suits were worn by contestants because of "numerous objections from many foreign countries about exposing the girls in bathing suits."
Photograph caption dated August 24, 1959 reads, "Swimsuit-less Beauty Contest. Arlene Aronson, left, models cover-up outfits which will replace bathing suits like that modeled by Karen Krancus in new International Beauty Congress which will replace Miss Universe contest in Long Beach."
