A 1955 address given by Henry Holsinger, the principal attorney of the division of water resources, before a meeting of the Statewide Water Resources Committee of the California State Chamber of Commerce. Holsinger advocates for the creation of a constitutional amendment to take full advantage of ground-water storage.
