"Safety first in school territory" is the description accompanying this image. This float was entered by Captain William Emig, chief of the San Jose's traffic office at the time. Spelled out in flowers is a caption that says "school zone 15 miles." Additionally, a speedometer six feet high, with an arrow pointed to the number 15 and made of flowers is featured on the float. The speedometer overlooks a mock playground with a slide and seesaw. Children are playing on the slide and seesaw. Crowds of people are watching. There is a house in the background.
