This paper outlines strategic considerations for establishing single member districts. The underlying thesis of this paper is that due to the expanding size of cities, the complexity of issues, expensive electioneering, minority underrepresentation, and other factors, single member districts offer a superior alternative to at-large elections, strengthening the capacity of local governments.
