Photograph caption dated June 15, 1955 reads "District Two warden." The article partially reads "The Block Warden Manual, published by Los Angeles Civil Defense and Disaster Corps, defines three basic missions of the warden. His first mission is self-help leadership at 'grass-roots' level.
