Supplementary material reads: "For Daily. Gershon. City desk. Illus. Story to come later. Bixby Slough. 225 persons, L.A. City Officials and Harbor residents held banquet in Harbor Junior College to hear demand for City and State action to convert Bixby Slough into recreation area for twofold purpose: to rid area of unsightly conditions and to protect Harbor children and those of neighboring areas from death below its waters. Photo shows George Moore, former Councilman and now Secretary of the Wilmington Chamber of Commerce holding ruller on Pacific Coast Highway as he explains that flood of 1941 inundated highways and streets beyond slough's borders".
