Chief Davis is talking to southland officials to establish a plan to "bum proof" Southern California by establishing a border patrol. Left to right, front row: Sheriff Eugene Biscailuz, of Los Angeles; Stanley Mussell, San Bernardino, District Attorney; Homer Cross, Deputy Los Angeles Chief of police, and James E. Davis, Los Angeles police chief. Others include Sheriffs R. W. Ware of El Centro, Howard Durley of Ventura, J. W.
