Contract agreement between the City of Los Angeles and the United States Reclamation Service regarding surveys and investigations in Owens Valley. Shown here is one of two agreements requested by J. D. Black, and sent from Phil D. Swing, House of Representatives. See also agreement of March 9, 1921, and letter from Phil D. Swing to J. D. Black.
