Description
Photograph caption dated March 23, 1959 reads "San Fernando police Det. Harry Phillips finds himself rolling in dough, the phoney kind, which has been used in fleecing Valley residents of their savings. Phillips said bunco artists have switched packages of real money for play stuff on increasing number of victims. He said switch, known as 'pigeon drop' is especially prevalent in spring."
