Eugene Warren Biscailuz was born in Boyle Heights, a neighborhood of Los Angeles, on March 12, 1883. He was Under-Sheriff of Los Angeles County from 1921-1929. In 1929, he was appointed by Governor C. C. Young as Superintendent of the California Highway Patrol (CHP), where he organized the Highway Patrol system. Biscailuz was appointed Sheriff in 1932 and was elected to serve from 1934 to 1958. He died on May 16, 1969. Photograph caption dated October 23, 1958 reads "Retiring county sheriff Eugene Biscailuz receives calfskin bearing 99-year-old brand originated by his grandfather from Burbank City Councilman Edward C. Olson. Brand was recorded on Nov. 22, 1859, by Biscailuz' grandfather Francisco Lopez. Calfskin was gift of City of Burbank presented during testimonial dinner for Biscailuz." The calfskin reads "Many Thanks, Gene. City of Burbank, Oct. 22, 1958."
