Photograph caption dated June 17, 1964 reads, "Dedicating Camp Jubilee Youth Memorial Building are, left [sic], State Assemblyman and Mrs. Tom Carrell. Boy Scout executive Paul Palmer assists." The article partially reads, "Jubilee Scout Ranch, located in the high desert area of Antelope Valley, has a new memorial building today and ground has been broken for a new commissary structure. State Assemblyman Thomas C. Carrell Saturday dedicated the Camp Jubilee Youth Memorial Building in memory of his son, Thomas C. Carrell.
