Description: Photograph caption dated January 30, 1961 reads, "Burbank Mayor Newell Cooper puts elbow-grease to work shining traffic safety award presented Burbank in annual safety contest between that city and Glendale. The two cities vie for award, seeing which has fewer accidents during crucial holiday month of December. Looking on enviously is Kenneth Whaley, center, Glendale's assistant police chief, while looking on proudly is George Stockford, chairman of the Burbank Safety Council."
