A 1963 report by Joseph Jensen, the Chairman of the Metropolitan Water District of Southern California, that recounts the history of the water of the coastal plain of Southern California, specifically underground water. He then explains the effects of the Supreme Court decision in the case of Arizona v. California over the waters of the Colorado River, the feasibility of desalination, and the costs, construction and benefits of the State Water Project.
