Scene of four men playing craps in Capitol Park in 1914. The photograph identifies the men as Brad, Harry, Jim, and Red. California banned gambling in 1885, but began relaxing the ban during the Great Depression. Sacramento irregularly enforced the ban on social gambling; I St saw many police raids in the Chinese quarters to stop gambling during the turn of the century.
