Photograph caption dated May 27, 1981 reads, "These people walking east on Sunset Boulevard were among the more than 200 who marched through Hollywood last night calling for tougher laws against prostitution and other crimes. Jack Arian, president of the Hollywood Police Council, said of the prostitutes in the area: "They just pay their bail and are right back on the streets within a few hours. If the fine was $500 instead of $50, they wouldn't be able to afford it." Arian, a local businessman for 30 years, said conditions in Hollywood "have deteriorated beyond belief. In that time 12 persons I knew have been beaten, stabbed or shot to death." The group supports Proposition A, the June 2 ballot measure for a special tax to boost Los Angeles police ranks, but has made no endorsement in the Peggy Stevenson-Michael Woo City Council race."
