Photograph caption dated July 25, 1963 reads, "The city is up in the air over parakiting in basin." The Los Angeles Department of Recreation and Parks has banned parakiting over the Sepulveda Basin Recreation Area but this hasn't stopped Mr. Souza from parakiting over the area.
