Photograph caption dated June 12, 1954 reads, "Victor M. Carter, president of City of Hope, presents perpetual trophy to Lt. Col. Alexander Law, executive officer of California Rangers, young equestrian group aiding in juvenile delinquency control. To left of Carter is Col. Garland F. Smith, Volunteer Disaster Corps executive officer, and at extreme right, Col. Grant H. Stone, VDC commanding officer, who will review the group and judge their performance."
