Photograph caption dated March 15, 1947 reads, "The heavy covers of these iron manholes were thrown 20 feet into the air when a terrific twin blast at Fourth and Hill streets rocked the downtown area today. Gas accumulated in a Department of Water and Power tunnel conduit caused the explosions. Three men were injured in the blast."
