Description
Photo caption printed in the Sacramento Bee on February 2, 1983 states: "Heavy flooding prompted the Colusa County Board of Supervisors Tuesday to approve a resolution asking Gov. George Deukmejian to declare the county an emergency area. According to officials, as many as a dozen homes and several businesses along Highway 20 just west of the city of Colusa were flooded by last week's heavy storms.
