Photograph article dated August 16, 1962 partially reads, "When Albert C. Martin presented his firm's recommendation last year for the redevelopment of San Fernando's business district, he told city councilmen: 'San Fernando must experience a metamorphosis if it is to remain the center of North Valley activity.' Metamorphosis is a proper word for his plan. By his target date of 1975 for the completion of the city's redevelopment, much will have changed. Let's look at his impression of the city by that time: San Fernando will have become the retail and cultural core of a North Valley population of 400,000 and will draw from Granada Hills, Sylmar, the Newhall-Saugus area, Sepulveda, Mission Hills, Pacoima, Sun Valley and Sunland-Tujunga."
