"Charles F. Foster was born in Cold Springs, Texas in 1843 and joined the Texas Rangers at an early age and also served two years term as Sheriff in Texas about 1866. He came to California in 1868 with a herd of cattle. He was elected Sheriff in 1877 and was reelected by a large majority in 1879."
