Approximately twenty women can be seen in long, light-colored dresses at center. They are all holding tall flagpoles with international flags attached. A group of men in suits can be seen at the top of the steps at left. A palm tree is visible on the left side of the stairs. In the foreground, several fur coats rest on the back of chairs. The facade of City Hall can be seen in the background.
