Associated Press text that accompanied photo: "Several days of heavy rains in Northern California disrupted traffic, marooned towns and swept away buildings, entirely halting train traffic between Oakland and San Francisco. This picture, made Fed. 27, shows railroad flat cars pumping water out of an underpass on the Key System, heavily used by commuters between the two cities."
