Description
The 1978 Citrus Heights Community Plan, prepared by the Sacramento County Department of Planning and Community Development, addressed both zoning and land use. The plan set out to manage land diversity and control the growth of the community, not discussed in the previous plan initiated in 1971. Leading members in the project includes: E. Henry Kloss (Chairperson in the Board of Supervisors), Keith Kenny (Chairperson in the Policy Planning Commission), William B. Pond (Administrator for the Community Development and Environmental Protection Agency), and Lance Bailey (Director for the Community Development and Planning Department).
