Handy states that those not part of the full time workforce should be occupied in other part time jobs to make ends meet, building skills and their professional portfolios. As a result of these changes to the workforce, organizations will expand horizontally by linking with and/or absorbing other smaller enterprises while shrinking their main operations. In order to effectively manage such changes, Handy therefore argues that the concept of federalism is appropriate to meet the challenges that companies will face. Handy also urges that companies develop a foundation in trust for people and employees, rather than trust in the organization, to meet modern ideals. He goes on to advocate business support for the environment and community involvement.
