This photograph is contained in one of two volumes by Dobbin titled "Album of San Francisco."
Text written under photo: "This is the original received at Park Police Stn. April 19th 1906 at 4:20 O Clock PM H H Dobbin-" The caption refers to Mayor Eugene E. Schmitz' printed proclamation of April 18, 1906 which authorized the military and civilian authorities to shoot all lawbreakers on sight, issued due to the earthquake and subsequent fire. This is mounted on a piece of red construction paper. Mounted above the proclamation is an authorization entitling the bearer to pass through all civilian and military lines. It is dated April 20, 1906 and signed by Schmitz.
