Description
This May 19, 1936, photograph shows four members of the International Footprint Association. The organization was founded in 1929 to strengthen bonds between law enforcement and the general public. At the time of the photograph, Sacramento was hosting the organization's national conference and was attempting to wrest the role of national headquarters away from San Francisco. For the occasion, large white footprints were painted along sections of J and K streets.
