Photograph shows Chico Hotel (aka Scott's Hotel). Picture was taken at time the Standard Oil Company arranged long-term lease or purchase of Scott Property (Old Chico Hotel). At 9th and Main Street, Hefner was the local manager of Standard Oil Company. Eames and Enloe may have been Chamber of Commerce representatives for the occasion. Hume was the City Manager. Schwein owner property across the street (Oroville Avenue). Left to right: Emmett Hefner, A. G. Eames, Harry Hume, Mrs. A. M. Scott, Dr. N. T. Enloe, Theodore Schwein, and Elmer Scott.
