Photo caption printed in the Sacramento Bee on December 13, 1983 states: "California Conservation Corps workers Monday covered parts of the soggy levees around Bradford Island with plastic sheeting. Winds whipped the waters into waves that threatened to further damage the inner sides of the breached levees."
