Herbert Cadwell, assistant superintendent in charge of the Valley-East Elementary District, posed the question and promptly offered an answer. 'We like to put the program in a positive way so that elementary students become pro-America. On this level we touch very little on governments of other countries, but teach a belief and love of our country....' As a district superintendent, Cadwell coordinates activities in the 59 Valley elementary schools east of Sepulveda boulevard, including San Fernando."
