Photograph caption reads: "Up, up and no wind: Promoter Ed Shaw took off from Thousand Oaks yesterday to drop 3,000 red, white and blue balloons printed with the word 'vote' across the San Fernando Valley. Since there was no wind, he was forced to land in Woodland Hills and hand out the balloons, which can be redeemed for prizes. Shaw organized a $5 million voter sweepstakes giveaway in June to generate interest in the primary elections, but it later was ruled illegal because it offered people financial reward for voting, violating a federal law." Photograph dated: Nov. 2, 1982.
