Description: An evaluation of the California Water Plan with a foreword by Dewey Anderson, the Executive Director of the Public Affairs Institute, and a preface by economist Paul S. Taylor. The evaluation was written by George Ballis, an associate of the Public Affairs Institute of Washington D.C., and was published in 1960. Ballis and the others are critical of the Plan, believing that it may end up disproportionately benefiting the corporations that own the land.
